Civic Intelligence + Campaign Infrastructure

Run smarter campaigns.
Win more contests.

Minerva is the civic-data platform built for Rhode Island campaigns and advocacy organizations. Voter intelligence, ground game, treasurer compliance, GOTV, and campaign-finance intelligence on one platform, tiered to the size of your operation.

The problem

Your campaign runs on eight tools that don't talk to each other.

A CRM, a phone-bank vendor, a canvassing app, a separate donation page, a freelance website, the treasurer's spreadsheet, election-results PDFs, and a folder of phone-bank notes that won't survive next cycle. None of the tools share data. The treasurer doesn't talk to the campaign manager. Minerva replaces the stack with one platform that scales with your operation.

Compliance that enforces itself. Donations land on Stripe Connect and route to your treasurer per RIGL § 17-25. The ledger reconciles automatically, Minerva enforces CF-8 limits live at the moment of donation, and the CF-3 quarterly exports ready to file.

What it does

Six layers, one platform.

Voter intelligence, field operations, finance compliance, strategic intelligence, analytics, and security. All six share the same data, scoped to the size of your operation.

Operate

Campaign command center, dashboards, calendars, voter intelligence, household scoring, and saved lists. The shared source of truth your team works against.

Mobilize

Walk lists, turf maps, mobile canvassing, phone banking with concurrent voter locking, and election-day GOTV with ride coordination, poll-watcher signals, and "voted today" flowing platform-wide.

Fund & Report

Hosted candidate site, donation page on Stripe Connect (treasurer OAuth per RIGL § 17-25), unified treasurer ledger, CF-3 quarterly export, CF-8 thresholds enforced live.

Understand

Strategic intelligence: candidate tracking, races + elections schema, legislator + bill tracking, testimony pipeline, candidate issue-position matching, donor network analysis.

Predict

Turnout prediction, persuasion scoring, voter similarity, household inference, precinct-level multi-cycle competitive analytics. Plain-English access on Campaign and Strategic tiers.

Protect

Tenant isolation, role-based permissions, geographic scope on every query, export audit logging, PII redaction by role, append-only audit trail. SaaS on infrastructure Athenalytix runs.

Built for Rhode Island

Not a 50-state platform pretending to know your state.

We built Minerva deep into Rhode Island's civic data: the voter file, geographic boundaries (75 House districts, 38 Senate districts, 39 municipalities), campaign-finance laws (CF-3, CF-8, RIGL § 17-25), and the public-records posture (RI APRA). The architecture generalizes; we'll get there. Today, it's RI-deep.

Common questions

The questions we get most.

Is Minerva ready to use today?

The foundation is in place and we ship product slices weekly. We are working with a small set of design partners ahead of broader availability. If your timing is good, we want to talk to you.

How does this compare to all-in-one campaign SaaS?

Different shape, on purpose. All-in-one SaaS optimizes for "one screen, every feature, hosted by a vendor whose backend you can't see." Minerva integrates more deeply (treasurer compliance, native AI access, an intelligence layer) and goes further on Rhode Island itself. When the procurement language includes "data we can audit," "real treasurer compliance," or "intelligence on the funding landscape," we're a much better fit.

Where does my data live?

Athenalytix operates Minerva on infrastructure we control, not on a third-party SaaS we don't run. Your data lives inside an environment we operate end-to-end. The database enforces tenant isolation; we log every export of voter PII; your data stays portable in standard Postgres at any time.

What's the campaign-finance story exactly?

Two separate things. Treasurer & Donations (Starter+) handles your campaign's own money: hosted donation page on Stripe Connect, treasurer ledger, CF-3 quarterly, CF-8 live enforcement. Funds route to your treasurer's Stripe account per RIGL § 17-25, not Athenalytix's. Campaign Finance Intelligence (Campaign basic, Strategic deep) is for analyzing the wider funding landscape: donors, opponents, networks, FEC, ERTS, address clustering.

What about AI?

AI-powered access is a Campaign-tier and Strategic-tier feature. On Campaign tier you can ask plain-English questions over your voter file, field ops, and election data. Strategic tier extends to the full intelligence layer including campaign finance and opposition research. We're not in the "twelve AI assistants" race. AI is one feature among many, and it works because the data underneath is honest.

Will Minerva expand beyond Rhode Island?

The architecture generalizes. v1 is RI-deep on purpose: depth beats breadth for the candidates and advocacy operations we serve right now. State-by-state expansion is on the roadmap once Rhode Island is humming.

Who's behind Minerva?

Built by Athenalytix. We come from the campaign side (campaigns, civic data, infrastructure) and we built Minerva because we wanted what didn't exist: one platform for the whole campaign, with real intelligence under it, deep into the state we live in.

Tell us about your operation.

We're talking with candidates, party organizations, advocacy operations, and consultants who serve them. Tell us what you're running, which tier seems right, and how to reach you. We'll come back with a real conversation, not a sales sequence.
